If the novel coronavirus pneumonia is transmitted seriously, it should also be investigated for legal responsibility. Second, we should strengthen the prevention and control of entry and exit, adhere to the forward movement of the gate, and strictly implement the prevention and control measures such as entry screening and testing, home observation, centralized isolation, etc. for the entry personnel from or who have been to countries with high risk of epidemic situation, so as to ensure the first detection and control, and prevent the spread of the virus. Third, for those who have already entered the country, if there are suspected cases, they should rely on big data technology, comprehensively arrange their itinerary information, track the close contacts, and conduct the first-time medical isolation observation to realize quantitative and detailed closed-loop management. Fourth, it is suggested that all returnees from key epidemic countries should be isolated for 14 days in a centralized manner and implemented through grid construction of streets and communities. Community residents shall cooperate with the streets and communities to prevent and control the epidemic situation. If any returnees are found, the community shall timely register and report to the superior. For countries with severe outbreaks, flights to and from the country should be appropriately reduced or suspended if necessary. Only through comprehensive risk control can we effectively control the input risk.
At the same time, according to the requirements of serving the economy and the industry, Professor Xu Shichun and associate professor he Chao led the research center to investigate the impact of the new coronavirus pneumonia on the production and operation of coal mining enterprises, covering most of the coal producing enterprises in Shanxi, Shaanxi, Xinjiang, Inner Mongolia, Shandong, Henan and other major provinces in China. During the investigation, the problems reflected by the coal mining enterprises are mainly focused on the concerns about the prevention and control of imported disease sources, the failure of normal supply of raw materials, the low rework rate of employees, the high operating cost of the enterprise and the impact of production and operation such as the obstruction of logistics and transportation. Novel coronavirus pneumonia is a new technology for the prevention and control of new crown pneumonia. In view of the above concerns, the research center puts forward measures for emergency response, and guides two coal enterprises to carry out risk prevention and control work against new crown pneumonia.
(1) Guide risk identification and formulate measures to implement epidemic prevention and control. The research center gives full play to its own safety professional advantages, guides coal mining enterprises to carry out risk identification and formulate targeted measures based on the idea of source management through video and voice connection and from the perspective of dual prevention of safety management, and combines the intelligent app developed by the research center to push and remind at a fixed time to form a "one mine, one list, one point, one level" management and control idea and build a post Place "prevention and control manual".
(2) Guide the preparation of the plan, prepare the list and implement the material preparation. For underground operations or workplaces with too many employees, guide enterprises to formulate special and on-site disposal plans, implement the list of materials required for emergency disposal, make orderly preparation of prevention and control materials, form a "list of prevention and control materials", and monitor the change of materials every day.
Although face-to-face practical guidance is not available during the epidemic period, according to the principle of "one enterprise, one policy", the research center has always kept in touch with Yankuang Group, Angang Group, Yangmei group and other enterprises by telephone and video at any time, answered the difficult problems in the formulation of the epidemic prevention and control plan, and was highly recognized by the enterprise.
While guiding the safety production of coal mining enterprises, the research center also formed a special research team to actively cooperate with the emergency management department and the coal mine safety supervision and supervision department.
