On April 8, the national development and Reform Commission publicly solicited opinions on the guidance catalogue of industrial structure adjustment (2019 version, draft for comments) (2019 Guidance Catalogue). The time of this public consultation is from April 8, 2019 to May 7, 2019.

In 2019, the guidance catalogue revised the guidance catalogue for industrial structure adjustment (2011 version) (Amendment), which consists of three categories: encouraged category, restricted category and eliminated category.


Encouragement class


It mainly plays an important role in promoting economic and social development, and is conducive to meeting people's needs for a better life and promoting high-quality technology, equipment, products and industries.






Restricted class


It is mainly due to the backward process technology, which does not meet the industry access conditions and relevant regulations. It is forbidden to build and expand the production capacity, process technology, equipment and products that need to be supervised and reformed.






Elimination class


It mainly refers to the backward technology, technology, equipment and products that do not meet the relevant laws and regulations, do not have the conditions for safe production, seriously waste resources, pollute the environment and need to be eliminated.






Those that do not belong to the category of encouragement, restriction and elimination and conform to the relevant laws, regulations and policies of the state are allowed. Allow classes to be excluded from the catalog.
