The protection of citizens' personal information is the internal requirement of overall promotion of epidemic prevention and control. In major epidemic prevention and control, digital technologies such as big data and cloud computing are widely used in various aspects of joint prevention and control, such as epidemic monitoring and analysis, virus tracing, patient tracking, personnel flow, community management, etc., and the risk of personal information being illegally collected, used, leaked and trafficked is greatly increased. In order to protect citizens' personal information from illegal infringement, the protection of personal information in the prevention and control of major epidemics should adopt the comprehensive protection mode of both public law and private law. Only when the information processor is authorized by consent, takes anonymous measures or processes personal information according to other legal methods, should the legitimacy of information collection and use be recognized. China should speed up the revision of the emergency response law, the law on the prevention and control of infectious diseases and other relevant laws, establish the personal information protection system in emergency and epidemic prevention and control, and clearly stipulate the principles of collecting and using personal information in emergency and epidemic prevention and control, the protection methods of personal information, the protection limits of personal information and other contents.
