In accordance with the requirements of the Interim Measures of China University of mining and technology for offering and donation Awards (zmmda [2019] No. 47), the notice on the arrangement of the application for offering and donation awards of China University of mining and technology is as follows:
1、 Declaration subject
All units in the school that have successfully raised donations (except the departments that are full-time engaged in the work of raising donations).
2、 Reward scope and standard
Monetary funds received through the education development foundation of China University of mining and technology. The time range for the monetary capital to be received for the reward declaration is from March 8 to December 31, 2019.
For specific requirements and reward standards, please refer to the Interim Measures of China University of mining and technology for fund raising and donation reward (Annex 1).
3、 Material submission
All units are requested to fill in the application form of China University of mining and technology for offering and donation Award (Annex 2) according to the scope and standard of award, and the person in charge of the unit shall sign and affix the official seal.
The application materials shall be submitted from April 14 to May 3, 2020, the electronic version shall be sent to cumtedf@cumt.edu.cn, and the paper version shall be submitted to the foundation office in duplicate (Xingjian building A304).

What is the purpose of the measures?
In order to encourage all units and staff to strive for the enthusiasm of social donation, broaden financing channels and support the development of the school.
As a national public university, why do we need social donation?
The university is big, not only has the master and the building, but also has "the big resources". The guiding opinions on speeding up the construction of "double first-class" in Colleges and universities clearly points out that the construction of colleges and universities should build multiple financing mechanisms to jointly support the construction of "double first-class". Up to now, only relying on the state's financial allocation to the university has been unable to meet the funding needs of the university to establish a world-class university and cultivate high-level top-notch innovative talents. In the process of building a world-class university, social donation plays an indispensable role.
According to statistics, in 2018, the fund-raising amount of the first batch of world-class university construction university foundations in China reached 7 billion yuan, public welfare expenditure exceeded 4 billion yuan, and net assets exceeded 30 billion yuan. Among them, Tsinghua University alone raised more than 2 billion yuan annually.
In addition, the participation rate and donation amount of alumni are related to the development and reputation of the school. University Rankings such as USNEWS also take the alumni donation participation rate as one of the seven indicators to measure the overall development of the University, with a weight of 5%. In 2011, the "alumni donation" index was first introduced into the domestic "alumni association list", with a weight of 8.83%; in 2018, the "social donation income" index was first introduced into the "soft science list", with a weight of 5%.
Therefore, to strive for more social forces to support the development of education, expand social donations, and gather resources through multiple channels is an important channel of the school's diversified income system, a guarantee for the school to enhance the school running conditions, and a strong support and guarantee for the future development of the school.
How to identify the donation funds awarded in the measures?
What is a donation? Donation funds refer to the monetary funds voluntarily donated to schools by natural persons, legal persons or other organizations for the development of school education.
How to define donation funds? The scope of donation funds awarded in the measures is the actual monetary funds received through the education development foundation of China University of mining and technology.
Which institution determines the donation fund to be awarded? The school has set up a leading group for the work of fund-raising and donation awards, which is composed of the leaders of the school, human resources department, finance department, foreign cooperation and development department and other department heads, to discuss and determine the relevant issues of fund-raising and donation awards.
How to manage donation funds? How to ensure that the use of donations is in line with the wishes of donors?
The school designates the education development foundation of China University of mining and technology as the main body of the school to receive social donations, signs donation agreements with donors on behalf of the school, and all kinds of social donation funds are managed in the foundation account in a unified way, with special funds. The foundation shall exercise the right of supervision over its use in accordance with the relevant financial laws and regulations, and ensure that the use of donation meets the wishes of the donor.
Criteria for collecting donation awards?

The donation agreement does not specify that the donation for specific purposes is a donation without designated purpose, and the donation for specified purpose is a donation with designated purpose.
For donations with designated purposes, the school education development foundation ensures that the use of donations is fully in line with the wishes of donors. For non earmarked donations, the foundation will use them according to the development needs of the school.
What kind of projects do you need to donate most?
From the experience of the world's first-class universities, the University donation fund with strong strength and strong ability of back feeding supports the development of universities effectively, and also forms a force to promote the development of school education and the continuous improvement of talent training quality. Not only that, the university education fund bears the important task of inheriting the Chinese culture of the times, carrying forward the charity culture, the concept of public welfare and the positive energy of the campus. Where does the incentive fund come from?
The school has set up a special fund for donation and reward, which is included in the annual financial budget. Special note: the reward fund is a special fund separately listed from the school running fund, which has nothing to do with the donation fund.
What are the purposes of incentive funds? Can individuals get rewards?
The purpose of incentive funds is as follows:
（1） Teaching, scientific research and discipline (Major) development.
（2） Student funding, awards, entrepreneurship and employment, community activities, social practice.
（3） Construction of teaching staff.
（4） The basic construction of the campus, the purchase of books, materials, instruments and equipment, and the transformation of the basic school running conditions.
（5） Campus science, technology, culture and sports activities.
（6） Rewards for key contributors.
（7） Other reasonable uses.
According to the above purposes, individuals can obtain rewards. The specific requirements for personnel rewards are as follows:
The single amount of personnel award shall not exceed 10% of the single amount of unit award, and the single amount of personnel award shall not exceed 50000 yuan (except for the single donation of more than 5 million yuan). This amount is included in the scope of incentive performance salary of the school, and does not account for the amount of incentive performance salary of the unit.

About the foundation
Founded in December 2007, the education development foundation of China University of mining and technology is a non-public foundation with independent legal person approved and registered by the Civil Affairs Department of Jiangsu Province, which has the pre tax deduction qualification for public welfare donation. It was awarded "advanced unit of education fund work" by the education fund work research branch of China higher education society.
