If these problems can not be solved effectively, it will seriously affect the cultivation of Environmental Protection Talents in China in the long run. Environmental protection industry is a technology intensive industry, but the equipment technology of a large number of environmental protection enterprises in China still depends on import. If the environmental protection enterprises want to be bigger and stronger, and the environmental protection industry wants to develop and expand, the key is to have advanced technology with independent intellectual property rights. Training and reserving environmental protection talents is the core of developing new technology and improving technical level.
The cultivation of environmental protection talents not only depends on years of solid learning, but also requires long-term work practice. It is a key link to train environmental protection talents to let environmental protection graduates engage in environmental protection related work. At present, in order to stabilize and improve the employment rate of college students, the state has issued measures to expand the recruitment scale of college graduates by state-owned enterprises and increase the proportion of college graduates specially recruited by public institutions. In my opinion, while increasing the number of positions and the signing rate, we should take more measures simultaneously, plan accurately, increase the number of environmental protection posts, improve the professional counterpart rate, improve the employment quality of environmental protection graduates, and train and reserve environmental protection talents from a strategic height.
Affected by the novel coronavirus pneumonia, environmental protection enterprises are facing many practical difficulties, and environmental protection recruitment has been severely reduced. The projects of environmental protection enterprises are often scattered all over the country. Some enterprises report that no matter the marketing personnel go to develop the market or the technical personnel go to the project site to supervise, or the business personnel contact the project to collect money, they are all blocked to varying degrees due to the traffic or plant closure and other problems. Business is affected, and the demand for graduates is correspondingly reduced.
It is not only the project obstruction that troubles the environmental protection enterprises. Since 2018, affected by the adjustment of PPP policy, financing channels of many projects have been cut off, financing pressure has increased sharply, financing costs have soared, and the cash flow of environmental protection enterprises is generally in a tight balance. The epidemic situation has intensified the cash flow pressure of enterprises, especially on private enterprises and small and micro enterprises, and more than 70% of environmental protection enterprises in China are small and micro enterprises and private enterprises. At present, a considerable number of environmental protection enterprises are in a difficult state of survival, so it is very difficult to stabilize the existing employment, and they will no longer recruit.
Nowadays, many governments have taken urgent measures to deal with the epidemic, which has affected international trade and seriously impacted China's export processing industry. This will also produce a series of chain reactions, and some environmental protection enterprises focusing on pollution control of industrial enterprises will face challenges. Many environmental protection enterprises are pessimistic about the future, and will not increase the talent reserve naturally.
In addition, the environmental protection industry is different from the traditional industrial industry, with a high degree of technicality and specialization, and a high proportion of talent demand for R & D, engineering and technology. Many enterprises said that the online interview is difficult to reflect the true level of the candidates, which requires a certain period of internship. In order to ensure the quality of recruitment, many enterprises choose to postpone recruitment or only recruit core positions with working experience.
It can be seen that under the influence of the epidemic, reducing the recruitment of graduates is the universal choice of environmental protection enterprises. In the face of employment pressure, many graduates say they have to deal with jobs with different majors. For graduates, this helpless move undoubtedly lost their professional advantages and wasted at least four years of efforts; for the country, it also wasted rare talent resources. With the graduation date approaching, it is self-evident that it is important and urgent to help enterprises get through difficulties and retain environmental protection talents. To expand the number of environmental protection job recruiters and make environmental graduates work in line with each other requires the full cooperation of the government, enterprises and schools.
At the government level, we need to actively create conditions to help enterprises overcome difficulties. All localities should effectively reduce human barriers and promote the resumption of production. The response to the epidemic has changed from "sprint" to "marathon". Both prevention and control of the epidemic and recovery of the economy should be carried out, and we must never lose sight of one another. Accelerate the establishment of economic and social operation order corresponding to the normalization of epidemic prevention and control, enhance service awareness, improve management level, make full use of network supervision means, and reduce artificial obstacles to personnel flow and project implementation. At the same time, we will take various measures to support small and micro enterprises in environmental protection. For example, we will study and introduce phased and targeted tax reduction and fee reduction measures, provide special credit lines, and appropriately reduce loan interest. In addition, some subsidies or policy support can be given to the environmental protection enterprises that actively absorb graduates.
At the enterprise level, seize the opportunity of government investment to turn the crisis into an opportunity. In order to cope with the severe economic situation, several provinces recently launched investment plans for key projects, and the construction of environmental improvement infrastructure accounts for a considerable proportion. According to the calculation of E20 Research Institute, among the 6.35 trillion yuan of new infrastructure projects invested by 15 provinces and cities such as Beijing, Shanghai and Jiangsu in 2020, the investment involving environmental projects has reached 402.5 billion yuan. In the provinces with relatively developed economy, environmental governance is paid more attention. For example, among the 537 key projects launched in Zhejiang Province, the proportion of environmental projects is as high as 33%. Enterprises should have a strategic vision, strive to seize the investment opportunities of the government, plan ahead of time, and actively reserve environmental protection talents.
At the school level, efforts should be made to build a bridge between enterprises and students. At the same time of actively contacting environmental protection enterprises and setting up online double selection platform, we can strengthen communication with enterprises on the basis of careful and accurate layout of students' situation and employment intention, recommend students to enterprises pertinently, and reduce recruitment concerns of enterprises. At the same time, we should implement the policy of postponement of graduation, and set aside enough time for students to choose jobs and practice.
The first job in the workplace often has a profound impact on future career development. The employment of college students is not only about individuals and families, but also about the long-term development of the country. All sectors of the society should work together to help environmental protection enterprises to overcome difficulties, so that environmental graduates can use what they have learned, and lay a solid talent foundation for China's green development.
