Consumer Commitment Code

The Cosmetics Industry is Committed to Consumer Safety

On January 1, 2007, the Personal Care Products Council instituted a Consumer Commitment Code to provide consumers, regulators and other interested parties with a clear outline of the specific commitments and practices cosmetic and personal care products companies voluntarily undertake to support the continued safety of cosmetic products.The Consumer Commitment Code incorporates and strengthens best practices already in place for most companies. This includes the current reporting of manufacturing establishments and product ingredient composition.  To further enhance safety, the Consumer Commitment Code extends beyond existing law by recommending:


The reporting of serious and unexpected adverse consumer experiences with cosmetic products (a current FDA requirement for prescription medicines);

The maintenance of a Safety Information Summary on cosmetic product and ingredient safety for products marketed in the U.S.;

Making information relevant to cosmetic product and ingredient safety readily available to the U.S. Food and Drug Administration (FDA) upon request.

The Personal Care Products Council's board of directors began working on the code in 2005 when it unanimously approved its development as a way to demonstrate the proactive and responsible approach to product safety supported by cosmetic and personal care manufacturers.
